-said that middle and working class blacks progressing- lower class falling steadily behind.

Suggested that the white people broke the will of the blacks through years of slavery, making black men submissive had harmed the possibility of a strong father figure. Called for programs to strengthen the black family.

Moynihan- accused of being racist and not addressing the issues of the current day economic and political inequalities, and instead "blamed the victim". Moynihan did have good intentions- he wanted to use the plight of the black family to increase interest in the black poor. However disputes over "values" and what should be done to help the black poor knocked the assistance of the blacks off the national agenda for two years while their problems became worse.

Watts riot.

Same month of moynihan report, there was a riot in Watts section of LA. 34 people killed-all black. The riot was followed by more rioting and violence (three consecutive "long, hot summers"). Growing pessimism to settle these matters. When Dr King was murdered in 1968 worse riots broke out in hundreds of cities, including Washington, D.C. - a riot that was considered by some to be "the darkest moment of the entire decade.".

Nixon's criticism.

A month before King's assassination, Nixon criticized Johnson's National Advisory Command of Civic Disorders, or the Kerner Commission.- Because it placed blame for the riots on the whites and the social and economic problems the blacks faced- he felt it blamed all but those who committed the acts of violence, the rioters. He pushed for action to be taken against those who were guilty.

Black Power groups and critics.

Heightened conflict between urban whites and blacks-many whites used the rise of Black Power groups as a way to increase ethnic consciousness.
